Description
There is no way to create a new club in the system. With this, a site administrator access level should be created which could create new clubs and manage all of the other clubs.
With this addition of the new level, I have to ask if there is a better way to define access roles than checking integer values?

Basic functionality is present. Support should be added to change user privileges for a club.
